Background:
Iowa Code 29C provides the law that creates County Emergency
Management Commissions and states each county shall have an
Emergency Management Coordinator. The commission shall be
composed of a member of the board of supervisors or its appointed
representative, and the mayor of the mayor’s representative from each city
within the county. The commission appoints an emergency management
coordinator who shall serve at the pleasure of the commission and shall
be responsible for the development of the county-wide emergency
operations plan, coordination of emergency planning activities and
provide technical assistance to political subdivisions throughout the
county.
Fayette County and its various incorporated jurisdictions have significant
emergency response resources and capabilities. Five law enforcement
agencies, 15 fire departments, 15 rescue squads and the Palmer and
Mercy Hospitals provide emergency services on a day-to-day basis.
During and after disaster, effective use of these emergency resources and
other governmental and private response and recovery capabilities will
minimize the effects of disaster on people and property. In addition to the
first responders of the county, Fayette County has the American Red
Cross, Oelwein Branch, as well as the Fayette County Public Health
provided by Palmer Home Services that provide a wide variety of public
support needs.

Fayette County Emergency Management Commission mission statement
is to provide LEADERSHIP, SUPPORT, and COORDINATION in the event
of Natural or Man Made incidents that may impact the citizens and visitors
to Fayette County. To maintain all State and Federal emergency
management endorsements, and Multi Hazard Plans. Effect a close
relationship with State, Local and Federal agencies to assure that Fayette
County will remain economic strong before, during and after a incident
strikes.
